​なぜ？​
背景の目に付く派手な色は補色同士のため、ドックとフォルダでは打ち消し合って色を付けません。隙間の細くて暗い部分だけから色を拾わせるようにしています。
iOS 11のiPadではドックの発色が薄くなるようです。

Why?
The flashy colors that come to mind in the background are complementary colors. In the Dock and folders, they cancel each other and they do not color. Only thin and dark parts of the gap color the Dock and folders.​
The color of the Dock seems to be dimmed on the iOS 11 iPad.
