なぜ？
フォルダの上限以上の明るい色を使っています。そのためドックとフォルダは背景と同色になって見えません。しかしiOS 10.2ではフォルダが明るくなったため、色によっては明るすぎてドックとフォルダがグレーになります。帯は明度を下げてそれを防ぐためのものです。
iOS 11のiPadではドック、フォルダ、背景の明暗が極端にばらばらになっているためこのトリックは使えません。

The colors have iOS Dock and folder brightness limit to keep the tone. They are invisible cause the same color. However, in iOS 10.2 the folder got brighter, depending on the color it is too bright and the dock and folder become gray. The band is to lower the brightness and prevent it.
On the iOS 11 iPad, this trick cannot be used because the brightness of Dock, folders, and background are extremely different.
